The motivation of this\u00a0document was that the Madrid City Council, through the\u00a0<a href=\"https:\/\/www.madrid.es\/portales\/munimadrid\/es\/Inicio\/El-Ayuntamiento\/Calidad-y-Evaluacion\/?vgnextfmt=default&amp;vgnextchannel=6ba172136cf91210VgnVCM2000000c205a0aRCRD\" target=\"_blank\">Subdirecci\u00f3n General de Calidad y Evaluaci\u00f3n<\/a>, would collaborate in the\u00a0<a href=\"http:\/\/iriadacunha.com\/FundacionBBVA2015\/es\/ministerio2019-2022\/\" target=\"_blank\">TIC-eADMIN<\/a> research project.
